We have to thank you for your favour of the 17th inst. with

It would appear from the Hong Kong Ordinances quoted that as

things stand at present it is illegal for a British vessel to carry con-

tract labour from China excepting to British possessions.

We are therefore taking the matter up with the Chamber of Shipping of the United Kingdom

with the view to having representations made in the proper quarter as to

the desirability of having the existing Ordinances altered so as to admit

of British vessels taking part in a business which is at present confined

to their foreign competitors.
